Many new hardware design languages (HDLs) (including freestanding DSLs and eDSLs), IRs (FIRRTL, CoreIR, CIRCT) and HDL databases (UHDM) have emerged in the past decade. Looking forward to the next generation of HDLs, we argue that composition of hardware descriptions from multiple abstraction levels is critical to continued improvements in design productivity. We also discuss other HDL implementation questions such as what primitives an IR should support, how design semantics should be preserved through lowering, the role of modules, and the potential for incremental elaboration.
